VoIP、spoofing、被转卖的数据、AI 语音，让“号码看起来像真的，所以可以信”这条旧规则失效了。\n\n Broadband Breakfast 7 月 29 日报道了一场关于 fraudulent robocalls 的讨论。结论并不夸张：STIR/SHAKEN、traceback、blocking 和 enforcement 都有用，但没有一个能单独解决问题。随后 Hacker News 的讨论在检查时有 88 points 和 142 comments。很多人说的是日常痛苦：一天几十个 spam calls、只允许联系人来电、医生从随机号码打来、老人不能简单屏蔽所有陌生来电。\n\n ## Caller ID 不是身份证明\n\n VoIP 让电话更便宜、更灵活。正规企业、诊所和客服中心受益，骗子也受益。他们可以批量拨打、轮换号码、经过多个中间运营商，让号码看起来像本地或像某个机构。\n\n STIR/SHAKEN 能在 IP 语音网络中验证 caller ID 的一部分信息。它能减少某些 spoofing。但它不能证明来电者的意图。一个被签名的来电，仍然可能来自骗子控制的真实号码，或者来自审核很弱的服务商。\n\n 所以，caller ID 只能当线索，不能当证明。\n\n ## AI 让老骗局更顺滑\n\n AI 语音降低了诈骗电话的成本。它可以听起来像亲人、老板、客服或政府工作人员。但诈骗核心并没有变：紧迫感、权威、保密、恐惧，以及难以追回的付款。\n\n 美国 FCC 在 2024 年把 robocalls 中的 AI-generated voices 视为 TCPA 下的 artificial voice calls，除非有同意或豁免。这是法律背景，不代表来电会自动消失。\n\n 普通人不需要判断声音是不是 deepfake。更可靠的做法是：只要来电要求钱、验证码、密码、个人资料或远程访问，就挂断，再通过已知渠道核实。\n\n ## 不能只靠屏蔽陌生号码\n\n 屏蔽工具有用。iPhone Silence Unknown Callers、Google Call Screen、运营商防骚扰服务和第三方拦截器都能减少噪音。但生活并不只发生在通讯录里。医院、学校、快递、银行风控、求职、护理服务，都可能从未知号码打来。\n\n 因此，“不要接陌生电话”不是万能建议。对一些人安全，对另一些人可能意味着错过真正重要的电话。\n\n ## 安全回拨规则\n\n 如果来电要求付款、一次性验证码、密码、账户资料、远程访问、保密或马上行动，就结束通话。然后用已知路线重新联系：银行卡背面的号码、自己输入的官方网站、患者门户、学校目录、配送应用，或事先保存的联系人。\n\n 真正的银行可以接受你说：“我会拨打官方号码确认。” 骗子通常会催你不要挂。\n\n 不要在 inbound call 中提供 PIN、密码、完整卡号、SMS code 或远程控制权限。不要在压力下用 gift card、crypto、wire transfer 或 payment app 付款。FTC 指出，骗子喜欢这些方式，因为很难追回。\n\n ## 家庭和机构都要改变流程\n\n 家庭应该有书面规则：第一次来电不做紧急付款，不在电话里读银行验证码，可以挂断核实。对老人来说，一张打印的联系人清单往往比复杂的安全教育更有用：家人、医生、银行、药房、物业、本地非紧急报警电话。\n\n 机构也要让真实电话更容易验证。诊所、学校和小企业应该公布稳定的回拨号码，说明会使用哪些提醒服务，不要训练用户在陌生来电中提供敏感信息。\n\n ## 举报有用，但不是防火墙\n\n 在美国，电话诈骗可报到 ReportFraud.ftc.gov；骚扰电话和短信可向 FCC 投诉；spam texts 可转发到 7726/SPAM。National Do Not Call Registry 对守法营销电话有用，但挡不住犯罪团伙。\n\n ## 结论\n\n 电话还没有死。它只是不能再当身份验证。来电可以提醒你某件事需要处理，但高风险动作必须通过已知渠道验证。\n\n
