月 21 日发布 Public Notice DA 26-758，8 月 3 日进入 Federal Register，并在 PS Docket 26-189 中征求意见：是否应禁止部分来自 covered entities 的 foreign-produced UAS 及关键部件继续进口和销售，包括某些此前已经获得授权的设备。评论窗口为 Federal Register 真正在考虑什么\n\n 这并不是要求所有已经购买的 DJI 无人机立刻停飞。文件重点是未来的 importation、marketing、sale 以及相关授权；同时明确表示并不提议禁止消费者已经拥有的设备继续 use or operation。问题在于，运营并不只等于“今天能不能飞”。如果一个消防部门不能再买同款 aircraft、不能替换 payload、不能扩展 fleet、不能维持 docked workflow，那么现有任务也会被削弱。\n\n FCC 列出的“military-grade”能力包括：起飞重量 55 pounds 以上的 UAS、swarming systems、aerosol-dispensing platforms、带 thermal imaging 的无人机、带 LiDAR 的无人机、docking stations、为整合 defense articles 而设计的 aircraft，以及 flight controllers、radios、data links、cameras、gimbals、ground-control stations、operating software 等关键部件。监管逻辑是，这些能力可用于 surveillance、targeting、reconnaissance、GPS-denied environments 中的自主导航以及 persistent operations。\n\n 这个安全理由并非空洞。无人机天然是 dual-use machine。帮助消防员、巡检人员和农场主的感知、地图、通信和自治能力，也可能服务于军事或情报场景。美国多年来一直试图减少对部分中国通信和监视设备的依赖，DJI 也已经在 FCC Covered List 上。监管者看到的不是一台飞行相机，而是 airframes、sensors、radios 和 software 组成的基础设施。\n\n ## 为什么运营者认为规则在倒退\n\n DJI 和很多美国用户的理解不同。DJI 在 ViewPoints 博客中称，FCC 可能切断此前已允许型号的未来访问，并称这是对过去立场的 reversal。DroneXL、PetaPixel 和 DroneLife 在 8 月初都抓住了这一点：争议不再只是新型号无法获得 authorization，而是以前 approved equipment 的未来市场是否会被关闭。\n\n 对一家小型巡检公司来说，marketing 不是抽象词。它可能意味着坏掉的 gimbal 能否更换，备用 aircraft 能否购买，thermal workflow 能否继续服务客户，团队是否必须迁移到更贵的平台。对 public-safety unit 来说，它关系到 batteries、docks、controllers、procedures 和 training。仓库里的无人机也许还能合法飞行，但支撑它的运营系统会变得脆弱。\n\n 真正重要的案例也不只是航拍。夜间搜救、火场热点识别、屋顶和桥梁巡检、输电线路巡查、农业喷洒、灾后测绘、施工进度调查，以及从固定 dock 快速起飞的 Drone as First Responder，都是工作机器人场景，而不是玩具场景。\n\n ## 民用传感器处在边界两侧\n\n Swarming 容易让人理解监管担忧。更难处理的是 thermal imaging 和 LiDAR，因为它们已经是民用自治系统的常规工具。热成像可以夜间寻找失踪者、发现火点、识别设备过热，并在人员进入危险区域前提供信息。\n\n LiDAR 也一样。FCC 把它描述为用激光测距并分析反射的技术，关联到 3D terrain mapping、foliage penetration、GPS-denied environments 中的 autonomous navigation 和 reconnaissance。这些确实有军事价值。但土木工程、utilities、矿业、林业和机器人研究也正是因为这些能力才使用 LiDAR。在机器人领域，丰富感知不是武器化装饰，而是安全自治的基础。\n\n Docking stations 的矛盾更明显。它们让 UAS 着陆、起飞、充电或换电，并传输 data 和 payload。军事语言会把它看成持续 24/7 operation；城市和工业语言则会把它看成屋顶上的快速响应无人机、自动变电站巡检或减少人员进入危险区域的工具。\n\n ## 市场无法在半年内完成切换\n\n 如果市场上有大量同价格、同软件成熟度、同电池和 payload 生态、同维修能力的替代品，政策会简单得多。但现实并非总是如此。美国及盟友厂商在进步，也有 Blue UAS 等采购路径；可是许多商业运营者选择 DJI，是因为 aircraft、batteries、controllers、sensors、spares 和 training ecosystem 现在就可用，价格也能被小企业承受。\n\n FCC 提出 final rule 发布后 180 天的 wind-down，并称这在 national security concerns 与 economic or supply chain impacts 之间取得平衡。对经销商来说这可能是准备期；对机器人运营来说却很短。公共安全机构需要预算、测试 radios 和 payloads、训练 pilots、更新 SOP、接入 dispatch 或 evidence workflow。农业服务商要验证 tanks、spray patterns、电池和季节安排。巡检公司还要向客户证明 deliverables 不会下降。\n\n 因此 ECFS docket 比社交争论更重要。有价值的评论应提供具体数据：哪些 missions 受影响，替代品是否可用，迁移成本是多少，是否需要 exemptions、grandfathering 或更慢的 transition。DJI 有商业利益，这一点必须披露；但这并不会抹掉消防、utilities、农民、surveyors 和 small operators 的独立证据。\n\n ## 运营团队现在应做什么\n\n 第一步是 inventory：aircraft、payloads、controllers、docks、batteries、radios、software dependencies、spare parts 和 contracts。然后标出哪些 workflows 依赖 thermal imaging、LiDAR、spraying、heavy lift 或 autonomous docking。任务类型很重要，因为 public safety、critical infrastructure、agriculture、construction、media production 和 research 的公共利益不同。\n\n 第二步是 replacement realism。获取替代方案报价时，不要只看 aircraft。还要算 batteries、payload adapters、docks、software subscriptions、training、insurance、maintenance、data export、client acceptance、compliance documentation 和 downtime。如果美国或盟友替代品可行，应明确写出；如果在 endurance、payload、delivery time、price 或 integration 上失败，也要具体记录。\n\n ## 对机器人行业的意义\n\n DJI 是最显眼的战线，但问题远不止一个品牌。机器人正在成为基础设施：无人机从 docks 起飞，机器人绘制 power corridors，autonomous machines 观察 crops，inspection systems 为 maintenance decisions 提供数据。随着这些系统真正有用，政府会把它们作为带有 perception、autonomy、communications 和 supply-chain risk 的平台来监管。\n\n 机器人公司需要设计 policy resilience：modular payloads、可追溯的 component provenance、本地处理、exportable logs、replaceable radios 和清晰 security models。运营者则要能说明数据去向、谁更新 firmware、哪些 components 属于 covered 范围，以及当某个 vendor 受限时 fleet 是否还能继续工作。\n\n 结论不是 FCC 不该担心，也不是 DJI 用户可以无视风险。真正的矛盾在于，让无人机在日常生活中有价值的工具，也让它们在政治上敏感。Thermal、LiDAR 和
