A school-issued laptop or tablet can be a useful tool, a necessary accessibility aid, a digital textbook, a distraction, or several of those things in the same school day. The difficult part for families is that a device count rarely tells you which one it is. A child may spend 30 minutes typing a thoughtful response, then another 30 minutes waiting for a page to load, clicking through reward animations, or switching between tabs while a teacher is trying to regain the class’s attention. The clock records one hour. It does not explain the hour.

That distinction is becoming more relevant as schools reconsider how much technology belongs in ordinary lessons. A Gallup survey released on September 16, 2026, found that 96% of U.S. public-school teachers say their students use learning devices in class. At the same time, 61% said students should spend less time on them. The survey also found that teachers were more positive about devices when they had stronger oversight of what students were doing.

For parents, the useful question is not whether screens are good or bad. It is whether a particular use has a clear learning job, is appropriate for the child’s age and needs, and is managed well enough to justify the time it takes away from paper, conversation, movement, reading, making and face-to-face work.

Why this story matters now

The new survey arrives during a broader push to put school technology on a more practical footing. The American Psychological Association’s September 2026 expert report on children’s and adolescents’ learning with educational technology warns that engagement is not the same as learning. An app can keep a child busy, responsive and apparently enthusiastic without helping the child remember, explain or apply the underlying idea later.

The U.S. Department of Education made a similar point in its August 2026 guidance on responsible classroom technology. It says schools should judge a tool by instructional value and learning impact rather than by the fact that it is digital. The guidance suggests that every product should answer five basic questions: what learning problem it solves, when it should be used, for whom it is appropriate, how long it should be used, and what evidence shows that it improves learning.

Those questions are useful even when a family is not in the United States. They turn an abstract argument about screen time into a conversation about a real lesson. They also leave room for differences between a kindergartener practising letter formation, a ten-year-old using speech-to-text, and a teenager drafting a research project. A single rule for all ages is unlikely to describe those situations well.

What teachers are reporting

The Gallup and Walton Family Foundation Teaching for Tomorrow survey, conducted among 2,100 public-school teachers in May 2026, offers a more detailed picture than a simple device tally. Teachers estimated that elementary students spent about 27% of class time on devices for instruction or permitted non-instructional tasks. In middle and high school, the estimate was close to half of class time. Older students also had additional off-task use: teachers reported roughly 10% of class time going to unapproved activities in middle and high school.

The figures are survey estimates, not a measurement of every child’s day. They should not be treated as a universal limit or as proof that a particular school is using technology badly. They do show why families may hear two apparently conflicting statements from educators: devices are deeply embedded in teaching, and students may still be using them too much.

Teachers also described genuine benefits. Digital tools can offer extra practice without requiring a teacher to prepare a separate worksheet for every level. They can help students who are learning English, provide alternative ways for students with disabilities to read or communicate, and make advanced material available to students who need more challenge. A digital document can be easier to enlarge, dictate to, search or revise than a paper one. Those are meaningful advantages, not marketing slogans.

The problem is that convenience can quietly become default. If a worksheet, discussion, drawing exercise or short quiz moves online simply because the devices are already open, the school may be spending screen time without gaining much educational value.

Start with the learning job, not the app

When a child mentions a new platform, parents often ask, “Is it safe?” That is an important question, but it should not be the only one. A service can meet basic privacy requirements and still be a poor fit for the lesson. Ask what the child is expected to know or do after using it.

A useful answer might sound like: “Students are using the simulation to compare how changing one variable affects the result, and then they record the prediction and explain it on paper.” That describes a learning task in which the device has a defined role. A less useful answer would be: “They use it for science,” without explaining the activity, the expected outcome or how the teacher checks understanding.

The APA recommends looking for evidence that children can carry knowledge beyond the app or screen. Parents can apply that idea at home without turning the evening into another test. Ask your child to explain the concept in their own words, solve a similar problem without the program, sketch what happened, or connect the lesson to a new example. The aim is not to catch a child out. It is to see whether the digital activity left behind understanding rather than only a completed screen.

For younger children, the test may be especially concrete. Can a child who used a phonics program read or build a new word that was not in the game? Can a child who practised counting on a tablet use the same idea with buttons, blocks or coins? For an older student, can they defend a conclusion without simply reopening the source or asking an AI tool to phrase it? These checks are small, but they reveal more than a progress bar.

Five questions worth asking the school

A parent does not need to demand a ban on devices to request useful information. The following questions work in a teacher conversation, a parent meeting or a short email.

1. What specific learning problem does this device use solve?

Ask for the task, not the brand name. Is the device providing access to material the child could not otherwise reach? Is it supporting practice, feedback, creation, collaboration or a disability-related accommodation? Or is it mainly replacing a printed page?

Replacement is not automatically wasteful. Digital text may be easier to update or access, and some children work more independently with assistive features. But if the only answer is that the class has one-to-one devices, it is reasonable to ask whether the device is necessary for that particular activity.

2. When is the device open, and when is it put away?

A clear start-and-stop routine matters, especially for younger students. Ask whether children close screens during teacher explanations, discussions, reading from paper, practical work, quiet reflection and transitions. A child may need a device for one part of a lesson without needing it in front of them for the entire lesson.

For middle and high school students, ask how teachers coordinate device use across subjects. The Gallup findings suggest that limits can be difficult to enforce when several classes use different platforms and when a student must carry a laptop all day. A workable policy may be less about one universal daily number and more about each lesson making its purpose and stopping point visible.

3. Who can see and manage activity?

The Teaching for Tomorrow findings reported that only 42% of teachers said they had a lot of oversight of students’ device activity. The same research found that teachers with greater oversight were more likely to view digital tools as helpful.

Oversight does not mean constant surveillance of every keystroke. Ask whether teachers can see the relevant screen during an assignment, pause or lock devices when attention needs to return to the room, and identify whether a student is stuck or off task. Also ask how those controls are used and who can access the records. A school should be able to explain the difference between live classroom management and long-term monitoring.

4. What evidence shows that the tool improves learning?

A vendor’s claim that children are “engaged” is not the same as evidence that they learned. Ask whether the school has reviewed independent research, classroom results or examples of student work. How does the teacher know the tool is helping? Are students remembering more, writing more clearly, solving unfamiliar problems or receiving feedback they could not otherwise get?

The answer may be modest. A teacher might say that a tool helps students practise multiplication facts efficiently, while paper and conversation are better for explaining mathematical reasoning. That kind of limited claim is more useful than treating one platform as a complete learning environment.

5. What happens when the tool is not helping?

Every digital system has failures: a child may lack reliable access at home, a program may be too difficult to navigate, a filter may block a legitimate resource, or an automatic hint may give away too much. Ask how teachers identify these problems and what the offline alternative is.

A child should not be penalized because a platform is unavailable, inaccessible or confusing. There should be a way to complete essential work without buying a new device, extending the child’s evening screen use or relying on a parent to troubleshoot a commercial service.

Age changes the answer

Early primary years

For children in roughly the 5-to-8 age range, the key issue is often whether the screen is supporting an activity that benefits from immediate feedback or access, or merely adding stimulation. Short, purposeful use can sit alongside handwriting, read-alouds, manipulatives, drawing, movement and social talk.

Parents can ask how long a typical activity lasts, whether an adult introduces and closes it, and what children do away from the screen. A classroom that alternates between digital and hands-on work may be using technology very differently from one in which the device remains open for most tasks. Young children may also need help with posture, brightness, sound and the physical routine of putting the device away.

Later primary years

For children around 8-11, devices often become more useful for drafting, research, collaboration and differentiated practice. They also become more capable of opening unrelated tabs, moving between games and schoolwork, or using a tool without fully understanding its feedback.

Ask whether students are taught how to check an answer, cite a source and recognise when a digital hint is doing the thinking for them. A child who can navigate a platform quickly is not necessarily a child who understands the subject. It is fair to expect lessons that periodically require retrieval, explanation and work away from the device.

Middle and high school

For adolescents, the question is less likely to be whether all screens should disappear and more likely to be how technology affects attention, writing, research and independence. Students may use a school laptop for a substantial part of the day while also needing to manage notifications, multiple accounts, group projects and increasingly sophisticated AI tools.

Parents should ask for a clear school policy on generative AI. Can students use it for brainstorming, translation, accessibility or feedback? When is it prohibited? Must they disclose use or explain how they checked an answer? The APA’s recent guidance emphasises that a polished final product does not necessarily show that the student developed the underlying skill. A thoughtful policy should require students to evaluate AI-generated material, compare it with reliable sources and understand when not to use it.

The policy should also account for privacy. A child may type personal information, family circumstances or health details into a tool without understanding where the text goes. “School approved” should mean more than “the link works on the school network.” Families can ask what data are collected, who can access them, how long they are retained and whether the service is used for advertising or product training.

Screen time is a measure, not a verdict

The current debate often gets stuck on a single number. A daily total can be useful for noticing a pattern, but it cannot distinguish a video call with a classmate from passive entertainment, a speech-to-text accommodation from an unnecessary typing exercise, or a creative project from a platform that keeps a child clicking.

The more practical measure is a combination of purpose, quality, control and displacement. What was the child doing? Did the activity demand thinking or simply responses? Could the teacher see whether it was working? What did it replace? Did it reduce time for sleep, movement, paper reading, conversation, practical work or unstructured play?

That does not make duration irrelevant. Long periods without breaks can be tiring, and a device that remains available after the learning task is finished creates more opportunity for distraction. Younger children may need shorter intervals and more adult support. Children with visual, motor, attention, language or learning differences may need accommodations that change the right comparison. The aim is to examine the whole arrangement, not to force every child into the same target.

How to read the school’s answer

A strong answer will usually include a concrete lesson example, an age-appropriate reason for using the device, a way the teacher checks learning, and a clear alternative when technology is not suitable. It may acknowledge that the same platform works well for one group and poorly for another. It may also explain how the school reviews a tool after adoption rather than treating the purchase as a permanent decision.

A weak answer tends to rely on slogans: children need technology for the future, students love the app, or the platform is used by many schools. Those statements do not establish that the tool helps this child learn this material in this classroom. Another warning sign is a school that can describe the features of a product but cannot explain its stopping rule, privacy terms or offline backup.

Parents should also notice whether the school treats concerns as a partnership question or a loyalty test. Asking how a tool works is not an accusation against a teacher. Teachers are often asked to make technology work within systems they did not choose, while managing lessons, accessibility needs and classroom attention at the same time. The most productive conversation recognises that reality and still asks for clarity.

A short email parents can adapt

I am trying to understand how school-device use supports learning for my child. Could you share one or two examples of what the device enables that would be difficult to do another way, how long the activity usually lasts, and how you check that students understand the material away from the app? I would also appreciate information about the school’s privacy safeguards, classroom oversight and offline option if the platform is unavailable or not a good fit.

That request is specific enough to receive a useful answer without assuming that a device is either a solution or a problem. If the reply raises a concern, follow up with the teacher first. A family may discover that a child’s apparent “screen time” is mostly a disability accommodation, a group project or a short activity followed by substantial paper work. Another family may learn that an app is open by default even when the learning goal could be met more simply. Both findings are possible.

What families can do at home

Home does not need to become a second classroom or a nightly audit. A few low-pressure habits can make school technology easier to evaluate. Ask the child to show you what the program is for, not just what buttons to press. Occasionally ask them to explain a lesson without reopening the app. Notice whether homework instructions require a device for a genuine reason or whether a printed or spoken alternative would work.

If a school laptop comes home, agree on a charging place and a time when schoolwork ends. This is a practical boundary, not a moral judgement about screens. It protects sleep and gives the child a visible transition out of school mode. For younger children, keep the device in a shared space when homework or online practice is happening. For older children, focus on transparency and support: know which services they use, how AI is allowed, and where they can ask for help if a message, search result or platform interaction feels unsafe.

Do not assume that the family must purchase extra software or extend evening screen time to compensate for an unclear school system. Ask the school what it provides, what is optional and what happens for students who lack a quiet workspace, fast internet or a second device. A fair digital plan includes those realities from the beginning.

The decision parents are really making

Most families are not choosing between a perfectly screen-free education and an entirely digital one. They are trying to judge whether a particular use deserves a place in a crowded day. The latest teacher findings suggest that the best route is neither blanket enthusiasm nor a blanket ban. It is better implementation: a clear purpose, adult oversight, evidence of learning, protection for student data and a willingness to put the device away when it is no longer helping.

For a parent, that leads to a simple standard. Ask what the device makes possible, what it displaces, and how anyone knows it worked. If the answers are clear, reasonable technology use can be one part of a child’s education. If the answers are vague, the next step is not panic or guilt. It is a calm request for a better explanation—and, where necessary, a less digital alternative.
